It is actually an old news, but I figure I put it here for future reference... taken from Borneo Bulletin...
Organising singing competitions or any public performance requires permission from the Ministry of Home Affairs even if they are part of an event.
This observation was made by Hajah Shamsiah bte Hj Sion, Special Duties Officer from the Ministry of Home Affairs, who reminded business owners and members of the public to seek permission from the ministry before organising such events.
Speaking at a public lecture on "Business Licence and Permits", Hajah Shamsiah also listed out the dates on the Muslim calendar, in which all forms of public entertainment are banned.
For instance, during Zulhijjah 1-15, public entertainment is not allowed. Zulhijjah, which literally means haj, is the last month of the Islamic calendar.
Blacked-out dates include Muharram 1-10, Rabiulawal 1-30, Rejab 1-30, Syaaban 1-30, Ramadhan 1-30, Shawal 1-7 and Zulhijjah 1-15.
